Retailer, Metering Provider or Level 2 Electrician: Who Handles a Meter Upgrade?

A meter request, board repairs and a network connection change are different jobs. Knowing who owns each step helps you ask the right person for an update.

Start by separating the account from the installation

For a typical Sydney household, the electricity retailer is the first contact for a meter request and questions about billing, tariff options and account configuration. The distributor operates the local poles-and-wires network and sets requirements for connection work. The retailer name on your bill does not identify who owns the network.

An upgrade can involve both pathways. Changing a meter for an existing supply is different from increasing supply capacity, moving a connection or adding another connection point. Ask for a written scope that identifies the meter job, customer-side electrical work and any network-side service work instead of calling everything “the meter upgrade”.

What the metering coordinator and provider do

AEMO’s July 2026 guide assigns the metering coordinator responsibility for coordinating the metering installation and data services. The coordinator appoints a metering provider for provision, installation and maintenance, and a metering data provider for collection, processing and delivery of data. These roles may be less visible to the customer than the retailer.

Market meter installation is performed by the provider appointed for the connection point. A provider’s authority for a particular job cannot be assumed simply because someone is an electrician or holds Level 2 ASP accreditation. If a business offers a coordinated package, ask who will perform the market-meter work and under whose appointment.

Where electrical and Level 2 work fits

A licensed electrician assesses customer-side wiring, protection and switchboard work. Where the scope involves contestable service work at the network connection, the appropriately accredited and distributor-authorised ASP capability must be matched to the task. An electrical licence, ASP accreditation and a metering-provider appointment are not interchangeable.

Our Sydney smart meter preparation and coordination service brings the site assessment and relevant electrical work into the plan. We establish the required metering-provider and network handoffs rather than treating accreditation as automatic permission for every meter task.

A useful responsibility sheet

  • Retailer: account holder, meter request reference, tariff questions and customer updates.
  • Metering coordinator/provider: accepted scope, access requirements and the meter appointment.
  • Electrician/ASP: site readiness, agreed electrical works and relevant compliance notifications.
  • Distributor: connection approval and network-specific service requirements where applicable.

Confirm handoffs before dates are promised

Before accepting an appointment, establish whether preparatory works are complete, who confirms readiness and whether supply interruption affects other occupants. A retailer reference is not proof that network approval or board repairs are complete. Likewise, finished electrical work does not mean the account has been updated.

After the work, retain job references, applicable compliance documents and the new meter identification. Ask the retailer to confirm that the metering details and agreed tariff arrangements are reflected on the account. If a step stalls, contact the party responsible for that step with the reference rather than starting duplicate requests.

COMMON QUESTIONS

Is the distributor my electricity retailer?

No. The distributor operates the local network; the retailer manages your retail account and plan. A meter project can require coordination with both.

Can any Level 2 ASP independently replace a market meter?

Level 2 accreditation alone is not a metering-provider appointment. Confirm the appointed provider for the connection point and the authorisations required for each part of the work.

Who should I ask about the tariff after installation?

Ask your retailer to confirm the account and tariff configuration. The electrician can document the physical installation, but does not determine your retail contract.

Plan the handoffs for your upgrade

Discuss your meter request and site works together, with clear responsibilities for the retailer, provider and electrical contractor.
